What the data is
Recent residential purchasers across Richmond County, built from deed transfers recorded with the Richmond County Clerk. A suburb inside a city
That single fact makes Staten Island the one place in New York where a conventional homeowner trade list works exactly as it would in New Jersey or Long Island. The east shore, and what 2012 changed
Staten Island's east and south shores — Midland Beach, New Dorp Beach, Oakwood Beach, South Beach, Tottenville — took catastrophic damage in the 2012 hurricane, with loss of life. The response reshaped the area: property buyouts in the worst-hit pockets, a great many houses elevated, and a major coastal storm risk management project along the east shore.

Flood cover is a separate policy from a homeowners policy, new policies commonly carry a waiting period, and it is available and cheaper outside mapped high-risk zones too. An elevation certificate establishes where the lowest floor sits relative to base flood elevation and drives both premium and risk; many owners have never seen theirs. Substantial improvement rules mean that once repair or renovation passes a threshold share of a building's value in a flood hazard area, the whole structure may have to be brought into compliance — which can mean elevating it, turning a kitchen decision into a building decision. Thresholds are administered locally and change, so the city is the authority and this is not legal advice.

The centre of the island is genuinely hilly — Todt Hill is the highest point on the eastern seaboard for hundreds of miles — so retaining walls, slope drainage and erosion control are real trades here in a way they are not elsewhere in the city.
