Certified vs registered: how Florida licenses contractors

Unlike Texas, Florida does license general contractors at state level, through the Construction Industry Licensing Board under the Department of Business and Professional Regulation (DBPR). The distinction that matters to you is the type:

  • A certified contractor holds a state licence valid anywhere in Florida.
  • A registered contractor is licensed only for the specific local jurisdiction that issued their competency card.

Hire a registered contractor for a property outside their jurisdiction and the permit can be refused. Before you sign, look the licence up on the DBPR portal, confirm the status is active, and confirm the category covers the work — roofing (CCC), general (CGC), building and residential are separate categories. HVHZ: the South Florida building code that changes your budget

Miami-Dade and Broward sit inside the High-Velocity Hurricane Zone, the strictest wind-load region in the Florida Building Code. Inside the HVHZ, products used on the building envelope — roofing systems, windows, doors, shutters — generally require a Miami-Dade Notice of Acceptance or Florida Product Approval. Ordinary materials that pass inspection in Orlando will not pass in Hollywood.

Two practical consequences. First, envelope work in Broward and Miami-Dade costs materially more than the same scope inland, so a rehab budget built off Orlando comps will be short. Second, a contractor who does not routinely work inside the HVHZ is a genuine risk on a South Florida deal — ask directly whether they do, and how recently.

Roof age decides insurability, and insurability decides the deal

In Florida, the roof is not a line item, it is the financing. Insurers weigh roof age heavily, and an older roof can make a property difficult or expensive to insure — which affects what an end buyer can qualify for, not just your holding cost. Citizens Property Insurance exists as the state-created insurer of last resort precisely because ordinary coverage can be hard to place.

Underwrite accordingly: get the roof age before you contract, price the replacement into the deal rather than hoping, and treat wind mitigation features as value rather than cosmetics. Judicial foreclosure and the Florida probate split

Florida foreclosures run through the courts. That makes the timeline long and public, which cuts both ways: you have more time to reach a distressed owner than you would in Texas, but competition has the same window. Pre-foreclosure lists hold their value longer here, and the foreclosure filings themselves are workable.

Probate splits into two tracks. Summary administration is the faster route, generally available where the estate qualifies by value or where the death occurred more than two years ago. Formal administration is the longer, supervised path used for larger estates. For an investor the practical read is simple: a summary administration property can transact far sooner, so it is worth knowing which track a filing is on. Vetting a Florida contractor: a short checklist

  • Look the licence up on DBPR. Confirm active status, and confirm certified vs registered against your property's jurisdiction.
  • For Broward or Miami-Dade, confirm HVHZ experience and ask which approved products they specify.
  • Pull the permit history on the address. Open or expired permits from a previous owner are a known closing problem in South Florida and become your problem at resale.
  • Get a certificate of insurance naming you, and confirm it covers the actual scope.
  • Use a written draw schedule. Never fund ahead of completed work.
