California punishes the investor who underwrites it like a cheap state. Contractor licensing is strictly enforced above a very low dollar threshold, the trustee-sale calendar is slower than the Sun Belt, and two rules written after 2020 — Proposition 19 and the statewide rent cap — change the maths on inherited property and on anything you intend to hold. All three are covered below.
The $500 rule: how California licenses contractors
California licenses contractors through the Contractors State License Board (CSLB), and the threshold is far lower than most states: a licence is generally required for any job where labour and materials together total $500 or more. That captures almost every rehab task you will ever order.
The classifications matter as much as the number. A B — General Building licence covers projects involving two or more unrelated trades; specialty C classifications cover single trades such as C-10 electrical, C-36 plumbing and C-20 HVAC. A B contractor taking on a single-trade job outside their classification is a licensing problem you inherit at resale.
Look the licence number up on the CSLB portal before you sign. Confirm the status is active, confirm the classification covers your scope, and confirm the bond and workers' compensation are current — CSLB publishes all of it. Proposition 19 rewrote the maths on inherited California property
This is the change that catches investors working probate and pre-probate in California. Before 2021, a child could inherit a parent's property and keep the parent's low assessed value more or less indefinitely. Proposition 19 narrowed that sharply: the parent-child exclusion now generally applies only where the heir makes the property their principal residence, and even then the protection is capped rather than unlimited.
The practical consequence: an inherited rental or second home is far more likely to be reassessed to current market value, and the new property-tax bill can be multiples of the old one. Heirs who intended to hold frequently discover this after the fact — which is precisely why they sell. If you work California probate lists or pre-probate data, the reassessment shock is often the real motivation behind the call. AB 1482: the rent cap that changes buy-and-hold underwriting
The Tenant Protection Act caps annual rent increases statewide at 5% plus local CPI, to a maximum of 10%, and imposes just-cause eviction requirements on covered properties. Some housing is exempt — newer construction and certain single-family homes where the required notice was given — and local ordinances in Los Angeles, San Francisco, Oakland and elsewhere are stricter still.
If your model assumes you will buy an under-rented building and move rents to market in year one, check coverage before you contract. That single assumption is the most common error in out-of-state underwriting of California rentals. Verify current caps and exemptions with a California attorney; the statute and the local overlays both move.
A slower trustee sale than the Sun Belt
California foreclosures are overwhelmingly non-judicial trustee sales, but the timeline is longer than Arizona or Texas. A Notice of Default is recorded, a roughly three-month cure period runs, and then a Notice of Trustee Sale sets a date at least 21 days out — so the floor is around four months, and in practice postponements stretch it considerably further.
That longer runway is an advantage if you market to owners in default: pre-foreclosure lists hold their value longer here than in a fast non-judicial state, and the recorded foreclosure filings give you a workable window. Vetting a California contractor or agent: a short checklist
- Check the CSLB licence number yourself. Active status, correct classification, current bond and workers' compensation — all of it is public.
- Treat the $500 threshold as always met. If someone offers to work unlicensed because the job is small, the job is almost certainly not small enough.
- On inherited property, get the assessor's reassessment position in writing before you model the hold.
- Confirm rent-cap coverage and any local ordinance before underwriting a rent increase.
- Pull the permit history on the address. Unpermitted additions are common and become your disclosure problem at resale.
- Use a written draw schedule. Never fund ahead of completed work.
