The first line: jet noise and accident potential zones

Naval Air Station Oceana is a master jet base inside the city, and the area around it is mapped into noise zones and accident potential zones under the military's compatible-use programme. The city applies overlay restrictions in those areas, limiting or conditioning the kinds of development permitted, and the zones are a genuine constraint rather than an advisory note.

For a new owner this matters in three ways. Noise is real and persistent, and a buyer who visited on a quiet Sunday may be surprised on a Tuesday. Additions, new dwellings and some changes of use can be restricted or conditioned in the more affected zones, so a plan to build up or add a unit may not be approvable. Between Oceana, Dam Neck, Fort Story's joint arrangement and the wider Hampton Roads military presence, households move in on orders from across the country — clustered in summer, marked by out-of-state mailing addresses, frequently using VA-backed financing that leaves less cash than the price suggests, and liable to be reassigned. Maintenance agreements, home-watch and property management suit them better than large one-off projects. Virginia localities also levy a personal property tax on vehicles, which surprises arrivals; point them at the city.
