York County is what happens when a large city's growth reaches a state line and keeps going. They are changing states.
That is the opportunity. Filter on mailing address first. Mecklenburg, Union or Cabarrus County, North Carolina means a cross-border arrival — the most winnable prospect in the file, because they have no local provider for anything.
What actually changes when they cross the line
Three things, all verifiable, and all of them things new arrivals get wrong:
The owner-occupied assessment ratio has to be claimed. South Carolina taxes an owner-occupied legal residence at a lower assessment ratio than other property — a substantial difference — but it is not applied automatically. The classification has to be applied for with the county assessor. A buyer who assumes it happens at closing, as many do, can be assessed at the higher ratio and pay significantly more than they budgeted for.
South Carolina taxes vehicles annually as property. This reliably shocks people arriving from states that do not, and it arrives as a bill they were not expecting, tied to registration.
Everything else resets too. Homeowners insurance has to be re-placed with a carrier licensed here, and the wind and hail picture differs from inland North Carolina. Trades, doctors, dentists, vets and lawn services are all being chosen at once.
None of this is tax advice — the county assessor and the state are the authorities, and rules change. But a letter that simply says "if you have just moved from North Carolina, check that you have filed for the legal residence ratio, and expect a vehicle tax notice" is more useful than anything else in that day's post, and it is the reason a new owner keeps your card.
The county's three markets
The northern tier — Fort Mill, Tega Cay, Lake Wylie and Baxter. The Charlotte commuter belt, higher price points, a great deal of newer construction, and intense school-driven demand. New-build buyers need finishing work: sod and landscaping, irrigation, fencing, gutters, window coverings, screened porches, patios and outdoor kitchens, epoxy garage floors. Do not offer them a new roof.
Rock Hill and the centre. The county's largest city, with a genuine range: older in-town neighbourhoods and former mill housing needing panels, repiping, roofing, windows and insulation, alongside newer subdivisions. A meaningful investor and rental presence too — visible where the mailing address differs from the property address.
The west and the rural county — York, Clover, Hickory Grove, Sharon, Smyrna, McConnells and Bethany. Larger lots, wells and septic, propane, fencing, barns and land clearing, with farmland converting to residential along the growth edges.
Lake Wylie, briefly
Lake Wylie forms the county's north-western boundary and is a managed hydroelectric reservoir, so shoreline work — docks, seawalls, clearing — generally needs permission from the utility, and waterfront lots may stop at a project boundary rather than at the water. A new lakefront owner rarely knows this. The lake spans the state line as well, so it is shared with North Carolina.
The Piedmont list
Red clay that swells and shrinks, so grading, gutters, downspout extensions and foundation drainage matter, and crawl spaces stay damp without a vapour barrier and dehumidification. Heavy summer humidity brings termite pressure and bonds. Pines and hardwoods over roofs keep tree services and gutter work steady. Hail and wind are live roofing categories. And the Piedmont's granite geology means radon is worth testing for — a cheap test, and a straightforward mitigation if it comes back high.
