The City of Alexandria is not in Fairfax County. It is not in Arlington County. It is an independent city, which in Virginia means a county-equivalent belonging to no county at all, with its own circuit court and its own land records.

That is the single most common data mistake in Northern Virginia. A buyer orders Fairfax and Arlington, believes they have covered the inner suburbs, and has a hole in the middle of their map worth well over a hundred thousand residents. Alexandria new homeowner data is a separate file, and the housing it describes is unlike the counties around it.

What the data is

Row houses change the work

A great deal of Alexandria is attached housing — Old Town's eighteenth and nineteenth-century rows, Del Ray's early twentieth-century blocks, and mid-century townhouse developments. Attached housing has consequences a detached-house contractor is not set up for:

  • Party walls are shared. Structure, and sometimes chimneys and roof drainage, are common to two owners. Work often needs the neighbour's cooperation, and a failure next door becomes your customer's problem.
  • There is no side access. No route for a skip, a digger, a long ladder or a delivery of materials except through the house or from the street. That changes method, timing and price, and a quote that ignores it collapses on day one.

The sewer, and the basement

Parts of Alexandria's older core were historically served by a combined sewer system — one pipe carrying both sewage and stormwater — which overflows during heavy rain by design. The city has been carrying out a major programme to address those overflows, which is welcome, but two practical realities remain for a new owner in an older neighbourhood.

First, a public main that surcharges in a downpour can push water back into the lowest fixture in the house, and in Old Town and Del Ray that means a finished basement or a below-grade flat. A backwater valve is a modest installation that prevents a genuinely unpleasant loss, and almost nobody offers one.

Second, these lots are flat, tightly built and often below street level at the rear, so surface water management matters: area drains, regrading what little ground there is, sump systems, and getting downspouts to discharge somewhere other than against the foundation. Requirements and programmes differ and change, so the city is the authority — but the conversation is genuinely useful and nobody is having it.

Historic review, where it applies

Old Town and Parker-Gray are designated historic districts, and exterior changes there — windows, doors, roofing, paint, fences, signage, additions, demolition — generally require review and approval before work starts. A contractor who can say what is approvable, work in appropriate materials and handle the application is worth substantially more than a cheaper bid that stalls at the counter. The work itself is specialist: wood window restoration, lime-based mortar repointing on soft historic brick, slate and standing-seam metal roofing, and lead-safe practice throughout.

The rest of the city

Alexandria also has substantial condominium and co-operative stock, particularly in the West End and along the Metro corridors. There the association controls the envelope, so only interiors are addressable — kitchens, bathrooms, flooring, in-unit HVAC and water heaters, window coverings, storage — and Virginia's resale disclosure packet is worth understanding, because a building facing a facade or garage assessment has owners with no appetite for discretionary work.

Use unit designations in the property address to split attached and multifamily from detached, and last sale amount to separate Old Town from the West End. Check mailing address against property address too: a mismatch marks investors and buyers who have not moved in, and Alexandria has a real rental market.

One Virginia note: localities here levy a personal property tax on vehicles, billed locally, which surprises arrivals from states that do not. Point them at the city; not tax advice.
