Arlington County is unusual twice over. It contains no incorporated towns at all — the whole county is urbanised and governed as one unit, which is rare in Virginia. And a large share of what changes hands here is not a house. It is a condominium, a co-operative unit or a townhouse in an association.

That second fact should reshape your whole approach. Roughly half the trades that would work in a suburban county have nothing to sell to somebody who owns a sixth-floor unit in Ballston. The resale packet is your research tool

Virginia requires an association disclosure packet on the resale of a unit governed by a condominium or property owners association, covering the budget, the reserves, the rules and any pending special assessments. That matters commercially in two ways.

First, a new owner has just read — or more likely skimmed — a document telling them whether the reserves are thin and whether a major project is coming. If a building is facing a facade, elevator or garage repair, the owners are about to be assessed for it, and their appetite for discretionary interior work drops sharply. Knowing which buildings are in that position is worth real money to a remodeler.

Second, the rules govern what an owner may do: quiet hours for work, flooring and underlayment requirements, whether hard flooring is permitted at all, plumbing shut-off procedures, contractor insurance certificates, and permitted working days. A contractor who arrives already holding the right certificate of insurance and a plan that fits the building's rules wins work that a cheaper quote loses.
